टैक्सपेयर्स एसोसिएशन ऑफ भारत (टैक्सेब) की ओर से तैयार जिम्मेदार अभिभावक अधिनियम 2019 का ड्राफ्ट शुक्रवार को महामहिम राष्ट्रपति रामनाथ को¨वद को सौंपा गया। पूर्व केंद्रीय मंत्री एवं सांसद डॉ. संजीव बालियान समेत कई सांसदों ने टैक्सेब के अध्यक्ष मनु गौड़ के साथ यह ड्राफ्ट राष्ट्रपति को देते हुए जिम्मेदार अभिभावक अधिनियम 2019 संसद में जल्द पेश करने और जनसंख्या नियंत्रण कानून बनाने की मांग की।
सांसद डॉ संजीव बालियान ने बताया कि इससे पहले उनके नेतृत्व में इस अधिनियम को संसद में लाने के लिए 125 सांसदों के हस्ताक्षर वाला पत्र लोकसभा स्पीकर सुमित्रा महाजन को भी सौंपा गया था। लोकसभा में चर्चा के लिए उसे सूचीबद्ध भी किया गया, लेकिन चर्चा नहीं हो सकी। टैक्सेब के अध्यक्ष मनु गौड़ ने यह जानकारी भी महामहिम राष्ट्रपति को दी। मनु गौड़ ने यह भी बताया कि देश में जिस तरह आबादी बढ़ रही है, उससे वर्ष 2050 तक भारत की आबादी 200 करोड़ के लगभग हो जाएगी। इस कारण देश में गरीबी, बेरो•ागारी, भुखमरी, प्रदूषण, अपराध, जमीन विवाद जैसी समस्याएं और विकराल रूप ले लेंगी। अब समय आ गया है कि बढ़ती जनसंख्या पर तत्काल प्रभाव से रोक लगे और जनसंख्या नियंत्रण कानून जल्दी बने। राष्ट्रपति ने जनसंख्या नियंत्रण के लिए किए जा रहे टैक्सेब के प्रयासों की सराहना की।
