कोविड-19 के संकट का देश पर गंभीर असर हो रहा है। इसका खामियाजा सरकार से लेकर देश के हर नागरिक को उठाना पड़ा है। बढ़ते संकट के कारण सरकार की कमाई पर सीधा असर पड़ा है। इस कारण मार्च से जून तक केंद्र सरकार का टैक्स कलेक्शन भी बुरी तरह प्रभावित होगा। उसे चार महीने में करीब 8 लाख करोड़ रुपये राजस्व का नुकसान होगा। जबकि इस दौरान वह राहत पैकेज के नाम पर करीब 2 लाख करोड़ रुपये खर्च करेगी। यानी चार महीने में उसे सीधे तौर पर 10 लाख करोड़ रुपये का नुकसान होगा। जबकि केंद्र सरकार पूरे वित्तीय वर्ष में करीब 22 लाख करोड़ रुपये की कमाई करती है। इसके अलावा राज्य सरकारों के राजस्व पर भी बुरा असर हुआ है। जाहिर हर तरफ से कमाई ठप हो गई है।
इस संकट से सबसे ज्यादा नुकसान ऐसे वर्ग को होने वाला है, जो निजी क्षेत्र पर निर्भर हैं। क्योंकि सरकारी कर्मचारियों की नौकरी पर कोई संकट नहीं है। हमारे देश में केंद्र व राज्य सरकार के लगभग 2.25 करोड़ कर्मचारी हैं, जिनकी सैलरी पर सरकारें लगभग 12 लाख करोड़ रुपया प्रतिमाह खर्च करती है। वहीं गरीब तबके के लिए भी सरकार की तरफ से लाभकारी योजनाएं चलती रहेंगी, ऐसे में उस पर बहुत ज्यादा चोट नहीं पड़ेगी। जबकि निजी क्षेत्र पर निर्भर रहने वाले मध्यम वर्ग के सामने बड़ा संकट खड़ा हो गया है। क्योंकि भले ही सरकार कह रही है कि बिजनेसमैन अपने कर्मचारियों की सैलरी में कटौती नहीं करें और उनकी छंटनी नहीं करे। लेकिन खुद केंद्र और राज्य सरकारें कर्मचारियों के महंगाई भत्ते को रोक रही है, कई जगहों पर वेतन में भी कटौती की गई है। ऐसे में यह दोहरा मापदंड है। जाहिर है, सरकार समझ रही है कि यह संकट बहुत गंभीर है और लम्बा चलने वाला है। जब सरकारें वेतन नहीं दे पा रही हैं तो बिजनेस क्लास से उम्मीद करना बेमानी है।
हमें बिजनेस क्लास के काम करने के तरीके को भी समझना होगा। व्यापारी अपने पूंजी के साथ – साथ बैंक में अपनी संपत्तियां गिरवी रखकर कर्ज लेकर कोई कारोबार शुरू करता है। व्यापार से हुए लाभ को वह अपने व्यापार को बढ़ाने में ही पुनः निवेश करता है। आज की परिसथिति में व्यापारी का कारोबार ठप है, उसके सिर पर कर्ज है और उसकी संपत्तियां बैंकों के पास गिरवी हैं। जब कमाई ही नहीं होगी, तो फिर वह क्या करेगा, कितने दिन कर्मचारियों को सैलरी देगा। एक बात और समझनी होगी लॉकडाउन की वजह से जो लाखों मजदूर पलायन कर रहे हैं, वह अब आसानी से वापस नहीं आएंगे। ऐसे में बिजनेस क्लास के सामने एक नया संकट भी खड़ा होने वाला है।
इन परिस्थितियों में लोगों की जमा पूंजी भी घट रही है। लॉकडाउन में इम्प्लाई प्रॉविडेंट फंड से लगभग 2400 करोड़ रुपये लोगों ने निकाले हैं। इसी तरह म्युचुअल फंड निवेशक भी नुकसान सह कर पैसे निकाल रहे हैं। हाल ही में सरकार द्वारा म्युचुअल फंड के लिए 50 हजार करोड़ रुपया दिया गया है। जाहिर है संकट बढ़ रहा है। इन परिस्थितियों में संकट बढ़ने पर लोग गोल्ड, रियल एस्टेट में किए गए निवेश को भी सस्ते में बेचने पर मजबूर होंगे।
सरकार को तुरंत छोटे और मझोले उद्योगों और किसान को राहत देनी चाहिए। इसके तहत सस्ता कर्ज और ग्रामीण अर्थव्यवस्था को मजबूत करने पर फोकस करना चाहिए। कोविड-19 की लड़ाई बहुत लंबी चलने वाली है। हमें अब मास्क, सोशल डिस्टेसिंग, सेनेटाइजर जैसी चीजों को जीवन का हिस्सा मानना होगा। क्योंकि यदि इसकी वैक्सीन भी आ जाए तब भी उसके प्रोडक्शन में और लगभग 150 करोड़ की आबादी को वैक्सीन लगाने में वर्षों लग जायेंगे। साथ ही हमें अपने सीमित संसाधनों पर भी गौर करना होगा, क्योंकि दुनिया की लभग 20 प्रतिशत आबादी के लिए नीतियां बनाना काफी चुनौतीपूर्ण है, खासतौर पर तब जहां करदाताओं को संख्या आबादी के परिपेक्ष में बहुत सीमित है। सरकार को सभी पहलुओं पर ध्यान देना होगा। चीन से आयात होने वाले लघु उद्योगों के समान का उत्पादन भारत में करने के लिए नीतियां बनानी चाहिए। मध्यम और लघु उद्योगों का क्लस्टर वाइज विकास करना चाहिए। प्रत्येक जिले में एक ही प्रकार की वस्तुओं की मैन्यफैक्चरिंग यूनिट की स्थापना करनी चाहिए। इसके लिए सरकार को मध्यम व लघु उद्योगों के लिए दी जाने वाली सभी प्रकार की सब्सिडी को समाप्त करके उद्योग लगाने हेतु काम से कम दो वर्ष के लिए बिना ब्याज का ऋण देना चाहिए, जिससे शहरों से पलायन करके ग्रामीण क्षेत्रों में लौटे लोगों को रोजगार भी मिल पाएगा।
उदाहरण के तौर पर हमारे देश में होली के दौरान प्रतिवर्ष लगभग 50 करोड़ पिचकारियों की बिक्री होती है, जो अधिकतर चीन से आयात की जाती हैं। यदि देश के एक जिले में सिर्फ पिचकारियों के निर्माण से संबंधित लघु उद्योग स्थापित किए जाएं तो उसकी खपत हमारे देश में ही संभव है। हमें यह समझना होगा कि यदि हम दुनिया के लिए सबसे बड़े बाजार हैं तो अपने लिए क्यों नहीं। हमारे देश की नीतियां इस तरह की होनी चाहिएं जिसमें हमें दूसरे देशों से आयात पर कम से कम निर्भर होना पड़े।
दो अहम बातें और हैं जिस पर सरकार को ध्यान देना चाहिए। 2008 का वैश्विक आर्थिक संकट हम इसलिए झेल पाए क्योंकि सदैव से हमारी अर्थव्यवस्था बचत आधारित रही है। लेकिन पिछले दो – तीन दशकों में एक बड़ा मध्यम वर्ग ऐसा खड़ा हो गया है जो क्रेडिट आधारित जीवनशैली जीता है। ऐसे में उसके सामने ज्यादा बड़ा संकट इस बार खड़ा होगा। इसीलिए सरकार को अपनी क्रेडिट पॉलिसीज में भी सुधार करना चाहिए, जिसमें उधार व्यापार बढ़ाने हेतु निवेश के लिए दिया जाए न की उधार लेकर खर्च करने के लिए।
जिस प्रकार राजस्व के लिए सरकारों ने शराब की दुकानें खोली हैं, उस ओर भी चिंता करने की आवश्यकता है। एक ओर तो सरकार भोजन हेतु राशन मुफ्त में दे रही है और महिलाओं के खातों में पैसे दाल रही है, वहीं पुरुषों की लंबी कतारें शराब की दुकानों पर लगीं हैं। सरकार को चाहिए कि प्रत्येक शराब की दुकानों को आधार से लिंक किया जाए और जो भी व्यक्ति शराब खरीदता है उसको मुफ्त राशन और पैसों की सुविधा नहीं दी जाए। इससे एक ओर तो गरीब वर्ग में महिलाओं का उत्पीड़न रुकेगा और साथ ही ये सुविधएं उनको मिल पाएंगी जिन्हें वास्तव में जरूरत है। इससे गरीब तबका सरकार से मिलने वाली सहायता राशि को शराब में बर्बाद नहीं कर पाएगा। इसके लिए खास तौर से नीति बनानी चाहिए। कुल मिलाकर आज का संकट बहुत बड़ा है। जरुरत समग्र रुप से जल्द नीतियां बनाने की हैं।
